    Executive Summary

    The 2020 Census is approaching, and people are increasingly concerned about the quality of the count—for good reason. To better understand how to improve 2020 Census response rates, we set up a Creative Focus test to determine the following:

    • people’s potential likelihood to respond to the 2020 Census
    • their likelihood to encourage their friends to respond
    • the efficacy of four different messages to change the likelihood of both of these actions
